Introduction
In April 2026, the federal government announced long-term defence investments at 5 Wing Goose Bay that may total up to $8 billion, marking the largest Canadian defence investment in Newfoundland and Labrador’s history. On the surface, this news highlights military modernization, NORAD infrastructure, and Arctic sovereignty. Yet it also reveals that climate security is no longer a secondary concern in Canadian defence planning. Climate change is reshaping the Arctic, the North Atlantic, and the infrastructure that connects them as Newfoundland and Labrador is becoming an increasingly important test case for how Canada can build military readiness while reducing emissions and strengthening resilience.
This does not position Newfoundland and Labrador as the centre of NATO strategy, nor should the scale of funding be overstated. The province is not in a geographic position such as the Baltic Sea or the GIUK Gap. Its importance instead lies in its function as a Canadian gateway between the North Atlantic, Labrador, and the Arctic approaches. Viewed through this perspective, 5 Wing Goose Bay highlights that the development of infrastructure should recognize climate exposure, energy dependency, and dual use infrastructure.
Project Goals
The Royal Canadian Air Force states that 5 Wing Goose Bay is an important logistical base within Canada’s north and northeast coasts, as it supports NORAD operations. It also provides a training environment for Canadian Armed Forces personnel and international partners. There is a clear defence rationale that fits into Canada’s broader NORAD Northern Basing Infrastructure plan which also features Inuvik, Iqaluit, and Yellowknife. According to National Defence, that plan is intended to improve airfields, operational facilities, and support infrastructure to enable rapid mobilization.
The project’s environmental significance is evident in its $187 million Energy Performance Contract to modernize the base’s Central Heating Plant. The project will replace diesel systems with electric boilers connected to Labrador’s hydroelectric grid, alongside upgrades to control systems and utility metering. National Defence expects the upgrades to reduce energy costs at the Wing by around $8.6 million annually (a 77 per cent reduction) and lower greenhouse gas emissions by roughly 19,000 tonnes per year (a 94 per cent reduction).
Why does this matter?
Current discussions on military infrastructure often place an emphasis on size and total investment into amenities such as runways, hangars, aircraft, and surveillance systems. Yet there is a persistent lack of attention paid to the longevity and readiness of infrastructure projects internationally. Climate readiness depends on adapting systems such as heat, electricity, roads, emergency capacity, communications, and resilient supply chains to become resilient to changing climates. A base that relies heavily on diesel for heating is not simply less green, but may also be more exposed to fuel price volatility, supply disruption, and logistical strain. With planned investment into infrastructure such as electric heating connected to Labrador’s cleaner grid, the Goose Bay project shows how emissions reduction and operational resilience can reinforce one another.
Newfoundland and Labrador’s current climate adaptation plan warns that climate change is increasing the frequency and intensity of hurricanes, major storms, wildfires, drought, and sea level rise, damaging infrastructure and increasing demands on health and emergency response services. The province’s coastal flooding guidance also notes that sea level rise, storm surge, and storm waves are expected to have significant impacts on the province, with projections of rising sea levels of up to 100 centimetres by 2100.
This strain of resources is already visible.In the summer of 2024, Operation LENTUS deployed approximately 70 Canadian Armed Forces personnel in response to a provincial request from Newfoundland and Labrador, as 5 Wing Goose Bay provided emergency shelter and food services to more than 700 evacuees. In 2025, 120+ CAF personnel were deployed to assist the province, both due to evacuating and containing forest fires around the province. Investment into bases like Goose Bay are not only tools of military deterrence but they are essential to help act as an emergency response hub when crises affect communities.
NATO’s climate security agenda provides useful secondary framing as its 2021 Climate Change and Security Action Plan describes climate change as a “threat multiplier” that affects Allied security and makes military tasks harder. This has tested the resilience of installations, infrastructure capabilities, and operations. From a Canadian perspective, this does not mean that every northern infrastructure project should be justified through NATO, rather its climate agenda helps explain why Goose Bay matters in a broader North Atlantic context. The Alliance has warned that climate change is altering the Arctic and High North by opening new sea routes, increasing extreme weather, and changing the operating environment for armed forces.
Yet, there are risks in framing the Goose Bay investment as a defence success story. Infrastructure spending of this scale should be judged not only by military output, but by whether it strengthens local resilience, supports Labrador communities, and accounts for Indigenous and northern priorities. Climate security should not become a slogan used to militarize environmental policy. Instead, it should allow governing bodies to restructure thinking when it comes to extraneous factors such as extreme weather or communal benefits. This investment shows Canada’s attempt to approach climate adaptation through structured planning, recognizing that security depends not only on the size of military assets, but also on the resilience of the infrastructure that supports them. CBC’s reporting on the Goose Bay investment reinforces this point by highlighting why the project should be understood beyond its headline cost. If Canada is expanding its northern defence presence, future investments such as ports and airfields should consider both security and climate adaptation in mind.
The unique circumstances of Newfoundland and Labrador’s $8 billion investment into 5 Wing Goose Bay should not be derived as the centre of NATO strategy, nor is it Canada’s only northern security platform. However, it is becoming an increasingly important climate security node, where defence infrastructure, emergency response, and environmental resilience intersects with national defence. Therefore, this investment should not be understood only as a defence announcement. It is a signal that the future of Canadian security will depend not only on what Canada buys, but on whether the infrastructure behind those capabilities can withstand a changing climate.
